Recently, the Ministry of Ecology and Environment issued 《Carbon Monitoring AssessmentThe Pilot Work Plan selects 16 cities including Shanghai and five key basic industries including thermal power, steel, and oil and gas across the country to carry out pilot monitoring of greenhouse gases, explore the establishment of a carbon monitoring and evaluation technology and method system, and form a business operation model. Summarize experience and practices, give full play to the demonstration effect, and provide data support for the evaluation of the effectiveness of climate change work.

The pilot types of atmospheric greenhouse gas and marine carbon sequestration monitoring carried out nationwide include basic pilot cities, comprehensive pilot cities and marine pilot cities. Select medium-sized cities such as Tangshan and Taiyuan with stable dominant wind direction and good atmospheric mixing degree as basic pilot cities, and focus on the monitoring and evaluation of high-precision CO₂ and high-precision CH. Panjin and Nantong were selected as marine pilot cities to carry out one or more types of monitoring and evaluation, such as salt marsh, mangrove forest, seagrass bed, seaweed breeding, etc; large cities such as Shanghai and Hangzhou, which have variable atmospheric flow fields and obvious differences in the spatial distribution of greenhouse gas concentrations, are selected as comprehensive pilot cities, focusing on the monitoring and evaluation of high-precision CO₂, high-precision CHH and other greenhouse gases.

As one of the eight comprehensive pilot cities in China, Shanghai focuses on the monitoring of the concentration of major greenhouse gases in the ground atmosphere, explores the top-down inversion method of carbon emissions, and provides a reference for the accounting results of urban carbon emissions. The leaders of the Municipal Bureau of Ecological Environment attach great importance to the pilot work of carbon monitoring, and the Municipal Environmental Monitoring Center has taken active actions. Since March this year, it has held several meetings to study and deploy the pilot work of carbon monitoring. With the gas chamber and other key departments as the lead departments, a carbon monitoring technical team has been set up to benchmark the national pilot program to serve Shanghai's double carbon work and promote resource integration and data sharing, the "Shanghai Carbon Monitoring Work Implementation Plan" was compiled, and a draft for comments was initially formed after multiple rounds of expert argumentation.

The implementation plan of Shanghai carbon monitoring work closely focuses on the double carbon target, and plans to build the city's greenhouse gas comprehensive monitoring system during the "14th Five-Year Plan" period, giving priority to the establishment of carbon peak pilot monitoring capacity, taking into account the basic design of carbon neutral technical support capacity, and carrying out the construction of carbon monitoring network and accounting technical support capacity in stages, simultaneously establish and improve the construction of monitoring and evaluation systems such as method standards, instrument specifications, quality control systems, satellite inversion, and numerical simulation of carbon sources and sinks. In 2022, it is planned to carry out high-precision greenhouse gas concentration monitoring at two urban and suburban city sites on a pilot basis. In conjunction with the existing monitoring sites of the Meteorological Bureau, the Institute of Advanced Studies and other scientific research institutions, a multi-source atmospheric environment greenhouse gas concentration monitoring system based on "fixed-site unmanned aerial vehicle monitoring satellite remote sensing" will be initially established to track and evaluate the long-term change trend of atmospheric carbon dioxide. Actively promote the monitoring of greenhouse gas emissions in key industries such as thermal power, steel and transportation, and establish a localized high spatial and temporal resolution greenhouse gas emission inventory; Research and development of global, regional nesting and two-way coupling inversion method numerical models, relying on carbon satellite and high-frequency near-ground observation data and typical regional ecological carbon flux monitoring, development of CO₂ concentration and flux assimilation inversion optimization algorithm, and promote the verification of urban carbon emission accounting results.

In the next step, the Shanghai Environmental Monitoring Center will further refine the implementation plan in accordance with the requirements of the national plan, comprehensively promote the pilot monitoring work, actively sum up experience and practices, and make a good technical reserve that can be promoted, applied, and demonstrated for the national urban atmospheric greenhouse gas monitoring., To provide strong support for my country's response to climate change.
